2027: Inc’s funds should be a first -line cost, Paaca requires electoral reforms

Before the General Elections of 2027, the Defense and Advancement Center for Peering in Africa (Paaca) officially presented its complete memorandum on the electoral reforms to the public, asking for the first -line charge on the consolidated revenue fund for the electoral Umbium.

By presenting the reports entitled “We the People Memorandum on 2025 electoral reforms”, Thursday in Abuja, executive director of Paaca, the head Ezenwa Nwagwu, said that the reform agenda is firmly built on six guiding principles: the achievement of the true independence of the participations of the participations. Head Ezenwa stated that the area of ​​primary interest is isolating the independent national electoral commission (Iner) from the undue executive influence.

According to him, the Memorandum represents the culmination of large dialogues and inputs collected by the municipalities of Paaca conducted in 16 states and draws to insights by authoritative relationships such as the report of the Uwais Committee, the Afrobarometric investigations and the NPSA recommendations.

On the need to guarantee financial independence for the Incen, he said: “To ensure financial independence, INCC funds should be a first -line charge on the fund of consolidated revenue, completely isolated from annual appropriation or executive control. This fundamental change will be expected dramatically improve the credibility of the inac, improves the trust of the public in the electoral process and establishes a true institution.

“Another critical constitutional reform is the establishment of a specialized court for electoral crimes. Currently, the crimes relating to the elections are bulky to pursue the normal federal or state courts within the normal courts, leading to serious delays and backward delays.”

To improve efficiency and reduce instability, Paaca recommended the simultaneous conduct of all elections on the same day.

“Our proposal implies the modification of the relevant sections of the Constitution and the electoral law to impose that all the executive and legislative elections at national and state level are conducted on a single day designated, for example, on the third Saturday of February of each electoral year.”

On the question of the crossed stage by the legislators, Paaca said: “Our amendment proposed to the Constitution states that a member of the legislator that the defects by the party on the basis of which they were elected will automatically lose their seat, with exceptions only for cases of loss of belonging to the party through the expulsion or fusion of the party.”

He also supported the formal recognition of the display portal of the Incen results (IREV) within the electoral law.

“Our proposed amendment would include a new subsection in section 60, formalizing IREV as an official deposit for loading in real time and the public vision of the results of the units of polls for all the elections conducted by the Commission.”
