SOCIO-ECONOMIC RIGHTS AND ACCOUNTABIEST PROJECT (SERAP) has urged nigeria’s 36 state governors and the minister of the federal capital territory, Mr. Including Details and Locations of Projects Executed with the Money, and the Implementation Status and Completion Reports, If Any, On The Projects. “
Absorption urges them to “provide details of plans about how the next fuel subsidy saving they hope will be collected from the FAAC allocation, including the planned project details where the money will be spent.”
Absorption also urged them to “publicly invite independent corruption practices and other related violation commissions (ICPC) and the Economic and Financial Crime Commission (EFCC) to track and monitor the expenditure of fuel subsidy savings collected by you, to ensure that the money was not transferred to a personal pocket.”
36 Governors and Ministers of FCT have reportedly collected trillions of naira from the FAAC allocation as a savings in fuel subsidies since mid -20123. But the increase in allocation has not been translated into increasing access to basic public services, such as quality health services and education for the poor and vulnerable to Nigeria.
In a request for freedom of information dated October 4, 2025 and signed by Deputy Director of Collawole Oluwadaree, the organization said: “There is a valid public interest for the Governor and Minister of FCT to immediately explain how they spend the money they have collected so far from subsidized savings.”

Absorption said, “Savings from the removal of fuel subsidies must be spent solely for the benefit of the poor and vulnerable Nigeria who bear the burden of removal. Transparency in spending money will help avoid morally disgusting results from double danger to these Nigerians.”
FOI requested, read part: “There is a significant risk for mismanagement or transfer of funds related to the increase in the allocation of FAAC collected by the state and FCT.”
“Details of expenditure of money collected by several states and FCT from savings subsidized fuel are mostly shrouded in confidentiality.”
“Millions of poor and vulnerable Nigerians do not benefit from trillions of naira collected by the Governor and Minister of FCT as a result of subsidized savings. Nigeria continues to face the worsening poverty crisis.”
“Some states including your country are also reportedly spending public funds that may include savings subsidies for fueling unnecessary trips, buying exotic cars and bulletproofs and generally funding the lifestyle of luxurious politicians.”
“We will be grateful if the recommended steps are taken within 7 days of receipt and/or publication of this letter. If we have not heard from you at that time, absorbing will consider the right legal actions to force your country and FCT to meet our requests for the public interest.”
“Nigeria has the right to find out how the state and FCT they spend savings from the elimination of fuel subsidies as part of their human rights to information.”
“Fighting the corruption epidemic in the expenditure of money collected will reduce poverty, increase Nigerian access to basic public services, and improve your country’s ability to effectively and efficiently release their responsibilities.”
