ICPC reveals 22,074 suspicious employees in Ministries/Institutions and the Police who collected IDR 37 billion in a year

The Corruption Eradication Commission (KPK) said it has found 22,074 suspicious personnel on the Federal Government payroll.

This is despite the Federal Government having introduced the Integrated Payroll and Personnel Information System (IPPIS) to address such situations.

The revelations were contained in a comprehensive review report of IPPIS by the commission as part of the anti-corruption system review by President Bola Ahmed Tinubu’s administration.

Therefore, KPPU found that the government had paid Rp37,103,337,614.40 last year to the suspicious workers.

The affected personnel are within the Ministry, Department, Institution, University and National Police of the Republic of Indonesia (Polri) who are suspected of being more at fault.

In the Ministry/Institution, there were 12,714 personnel who were included in the payroll, but were not included in the nominal list of all services between January and December last year.

The monetary value of the 12,174 personnel was set at N34,808,740,634.37

Some 4,190 former police officers were found on the IPPIS payroll.

The Commission’s investigators found that the IPPIS had been corrupted, manipulated and allegedly staffed with ghost workers or shady personnel.

According to investigators, there were many cases of fraud in IPPIS in the payroll of Ministries/Institutions and Pension Funds of Non-Bank Financial Institutions.

Some corrupt practices in 20 ministries/agencies include: receiving double salaries, including names in IPPIS, using fictitious names to divert public funds, operating two IPPIS accounts, and shadow workers.

For example, around 95 personnel in all Ministries/Institutions have their names listed on the salary list and nominal list, but their names are not the same as the names that appear when verified via the banking application.

Eight of the 95 suspicious recipients had “the same surname and one of them was linked to two IPPIS accounts.”

Twenty-four workers from around 20 ministries/agencies allegedly “received double salaries from their respective agencies and sometimes from other agencies.”

In the Ministry of Public Works, 212 employees receiving IPPIS salaries with a monthly monetary value of N31,986,324.40 are not included in the Ministry’s nominal list and the IPPS service nominal list.

The commission stated: “An overview of the Nominal and Salary List of Ministries/Institutions provided by IPPIS and after analysis, a quantum difference of 12,174 personnel was found between the two parameters (nominal and salary list) used in the analysis.

“The 12,174 personnel are visibly recorded on the payroll but are not recorded in the nominal list of all services between January and December 2023.

“The monetary value of 12,174 personnel was set at N34,808,740,634.37 during the period under review. Included in the discrepancy between the payroll and the nominal list across the services are specific findings made from some Ministries/Agencies used as pilot schemes.”

“NPF payroll analysis focuses on the nominal and December 2023 payroll obtained from IPPIS for comparison purposes. The nominal and payroll have 350,028 and 312,047 names filled in, respectively.

“It was found on the nominal list that 37,160 staff were described as “former employees”. However, on the same nominal list worksheet, 37,129 were described as “inactive” while the remaining 31 staff were also categorized as “Active”.

“Furthermore, 4,190 NPF staff, described as “former employees” were found on the IPPIS payroll to have received their December 2023 salaries of N980,273,690.51.

“It was found that 3,228 out of 4,190 had consistent records in all parameters used for validation on payroll such as name, IPPIS number and account number.

“On the other hand, the account numbers of the remaining 962 staff were compared with those on the payroll and the results showed that the staff names and bank names were inconsistent.

“It was also found that not a single IPPIS number of the above-mentioned number of staff in the payroll was found in the nominal list.

“Further analysis revealed that the names, IPPIS numbers and account numbers of 20 staff, who were not listed in the nominal list, were found in the payroll provided by IPPIS with the amount of N5,585,256.13.

“In addition, the account numbers associated with the two officials show that the accounts are in the name of the company Don Aks Ikoro Global. Some of the names do not match the account names on the nominal and salary list,” the report added.
