The Nigerian Bar Association (NBA) has taken legal action against the Police Inspector General (IGP), Kayode of Egbetokun, for the newly introduced colored glass permit policy, describing it as violating the law and violating the basic rights of citizens.
The decision to submit a lawsuit was achieved at a meeting of the Association of the National Executive Board of the Association in Enugu on August 23, where members condemned the direction and decided to challenge their implementation in court.
The policy was announced in April 2025 and was initially scheduled to enforce on June 1 before being extended until October 2, mandating motorists to get annual permits for colored windows through digital platforms.
In a statement on Thursday, the Chairman of the NBA Section on the Public Interest and Development Law, Prof. Paul Ananaba (San), raised concerns about the handling of funds generated through the policy.
According to him, the association “was told that the permit fee was paid to a personal account,” a development that he said caused serious transparency and accountability problems.

This case, which was proposed as a guardian included from the Nigerian bar association v. Inspector General of Police & Anor (No. No: FHC/ABJ/CS/182/2025), has not been assigned to the judge.
Ananaba assured that the NBA would pursue this problem to his logical conclusions. He also urged the police to suspend the policy enforcement while his case before the court.
The colored glass permit policy has been revived on May 1, 2025, when the police reactivate their digital application platform after years of criticism of extortion, harassment, and arbitrary capture related to colored vehicles.
While the Nigerian police stated that this initiative was intended to increase transparency and increase national security, many motorists had condemned the N16,000 permit cost as a burden, especially given the applicable economic challenges.
