Reps to investigate alleged irregularities in the issue of driving license, generation of revenue


The Chamber of Representatives has decided to establish an ad hoc committee to investigate operational issues relating to the issue of driving license, the generation of revenue and use in the last three years.

The resolution was sequel to the adoption of a motion by the Victor Ogne representative (APC-Bayelsa) on the plenary on Wednesday.

By moving the motion, Ogne stated that a tripartite agreement between the Federal Road Safety Corps (FSC), the state -of -the -level revenue state councils (BIR) and the vehicle inspection office (VIG) led to the digital issue or to the renewal of a driving license.

He said that the signature of approval on a driving license generally comes from an officer designated at the Agency for the administration of motor vehicles (MVA) in the state in which the license demand originated.

He explained that a student’s permission to drive a vehicle was issued for the first time to a commission prescribed by the Agency for the administration of motor vehicles (MVAa) in the relevant state before the release of a driving license.

According to him, Frsc manages a very important person (VIP), apparently for the renewal of a driving license, which according to what is reported is used for the issue of licenses of fresh drivers who are not preceded by the permission of a student.

Ogne said that the Municipality of Fish Tax Board (JTB) examined the commissions payable for a driving license of five and three years to N21,000 and N15,000 respectively for a vehicle, N11.000 and N7.000 respectively for a motorcycle or a tricycle from 1 November 2024.

“It is assumed that Frsc will use its information processing center (IPC) for deposit data for driver licenses and the short change the boards of directors of internal revenue (BIR) and the vehicle inspection office (VIO) in the collection and use of the commissions for the processing of driver licenses.

“Theme that Frsc is checking and receiving the accounts for driving license costs, the annual revenues generated by charged commissions which is equivalent to hundreds of billions of Naira, are not presumably not accounted by the VIG and various state -of -the -level revenue state councils.

“Disturbed by the fact that the processing of drivers’ licenses is unwanted for two or three years after the acquisition of biometric data of the candidates.

“Furthermore, they have disturbed the fact that the enormous debts that Frsc must make Galaxy Backbone Ltd. and other system consultants who are network suppliers and maintenancers of the data acquisition system on biometry are responsible for slowing down the system and the consequent long delay in the issue of driver licenses,” he said.

Ogne also expressed the need to clearly ascertain which public agency had the legal responsibility to design, produce and issue a driving license.

In his sentence, the President of the Chamber, the representative Abbas Tajudeen said that the committee, once established, would report its results within four weeks for further legislative actions. (Nan)
