Senate Passing River 2025 Budget N1.48Tr

Senate on Wednesday passed the State Apropriation Bill in 2025 from N1.48 Trillion.

This follows the consideration of the Ad Hoc Senate Committee’s report on the supervision of emergency rules in Rivers presented by its chairman, Openemi Bamidle, at the plenary in Abuja.

In his presentation, Bamidle shows that emergency rules are not a substitute for democratic governance in any political climate.

He said: “On the contrary, this is an extraordinary constitutional action that is intended to restore order during chaos, promote peace in the conflict period, and ensure stability in which there is instability.”

He stressed that the declaration of emergency rules in the river was not an arbitrary action, as alleged by several people, but one was strongly rooted in the provision of Article 305 of the 1999 Constitution.

“As you all know, these provisions legally empower the President and the National Assembly to act in the interests of national stability and constitutional governance.

“Both the president and the national assembly do not violate constitutional provisions in maintaining national security.

“In connection with the first, or specifically in the implementation of our supervision forces guided by the 1999 Constitution, to prevent executive absolutism.

“On this premise the Senate, under the leadership of the Senator Godswill Akpabio, considers the need to form this Ad Hoc Committee.

“To oversee the implementation of emergency states in the river.

“In line with section 11 (4) the constitution of the Federal Nigerian Republic of 1999 (as amended), the National Assembly is constitutionally empowered to make the laws needed for peace, order, and good governance from any state.

“This is where the House of the Assembly cannot perform its legislative function because of the applicable conditions. This provision is directly applicable to the river,” added the Senate leader.

Bamidele shows that the committee observes that the Rivers 2025 APROPRISI Bill is consistent with the purpose of emergency rules.

According to him, 72 percent of the budget is allocated for capital projects, which aims to encourage economic recovery and improve the efficiency of the public sector in the state.

In his remarks, the Vice President of the Senate, Jibrin Barau, praised the committee chairman and members with good jobs

He said: “There is evidence that he is actually a senate leader because of the quality of the report.

“Nothing can be hidden here. This is well structured, put together correctly, and produced in the best possible.”

The Senate President, Godswill Akpabio, thanked the Committee for carrying out the task.

President Tinubu Bola continued the Rivers 2025 budget to the National Assembly to be approved on May 28.

This follows the declaration of emergency rules and suspension of Governor Siminilayi Fubara with members of the River State Council Council for the prolonged political crisis in the state on March 18.
