Senate to investigate MDA compliance with the principle of federal character

The Senate has decided to investigate compliance by ministries, departments and institutions (MDA) with the principle of federal character.

This follows the adoption of a motion sponsored by the Ngwu Osta Senator in Tuesday’s plenary in Abuja.

Ngwu in a motion entitled: “The urgent need to overcome systemic abuse and implementation of ineffective federal character principles in the Nigerian public sector,” regretting that systemic harassment has become a big challenge to achieve balance and equality in Nigerian public services.

He said the challenge was due to limited recruitment opportunities, tilted promotion was only based on years of service and inadequate roads for mobility of workers outside the public sector.

According to him, the principle of federal character mandates fair representatives in federal appointment to reflect the diversity of linguistic, religious and geographical diversity of the state.

Senator expressed concern that the process of overcoming differences in public sector has been damaged by institutional inertia and lack of accountability.

This, he said, is very common in the field of recruitment at the senior level and is more influenced by internal preferences than with achievement and justice.

“The quota system has, in many cases, creating confusion between achievement -based recruitment and a just state representative, with detrimental discipline, morals, and institutional efficiency,” he said.

Ngwu accused that various federal institutions had consistently failed to comply with the mandate of federal character, often regulations with training in their recruitment exercises.

He registered several institutions to include the Nigeria National Petroleum Company Limited (NNPCL) and his subsidiary such as the Nigeria Hulu Petroleum Regulatory Commission (NUPRC).

Others are the Nigerian Port Authority (NPA), the National Pension Commission (Pencom), Nigeria Deposit Insurance Corporation (NDIC) and Federal University of Technology, Akure (FUTA).

He also registered the Nigerian Small and Medium Corporate Development Agency (Smedan), the Nigerian Energy Commission (ECN), Nigerian nuclear regulatory authority (NNRA), and the Nigerian National Library (NLN) among those who violated the principle of federal character.

The Senate in its resolution mandates the federal character committee and inter -government affairs to investigate compliance by MDA with the principle of federal character.
