The Nigerian government implements a landmark policy that allows education universities to provide an independent degree

The federal government has officially launched the implementation of the double mandate policy in all Federal Education Higher Education (FCOES), transformative steps aimed at reforming the Nigerian teacher education system.

The announcement was made on Friday through a statement by Folasade Boriowo, Press Director at the Federal Ministry of Education. The launch of the enactment of the Federal College Education Law, 2023, was signed as a law by Bola President Ahmed Tinubu. This action empowering Fcoes to simultaneously provide Nigerian certificates in education (NCE) and bachelor degrees in education, changes that have never happened before in the teacher training landscape in this country.

Speaking at the official launch in Abuja, State Minister for Education, Dr. Supi Alausa, described the double mandate policy as a “brave and progressive step” that will re -establish teacher preparation and improve the quality of teaching in the classroom nationally.

“This policy is not only reform – it is a revolution in the way we prepare our teacher. By giving FCOE authority to provide NCE and Bachelor degrees, we expand access, empower institutions, and set new standards for the advantages of education in Nigeria,” Alausa said.

Under the provisions of the law, the Federal Education College that meets the National University Commission (NUC) standards is eligible to operate the double mandate, regardless of the year of its establishment. The aim is to ensure a level play field, enable all appropriate institutions to benefit from this policy shift.

Beyond increasing access to higher education, this policy discusses critical challenges in this sector, including a decrease in registration, dependence on university affiliates for degree programs, and the need to improve the quality and autonomy of teacher training institutions.

The Minister revealed the long -term benefits of the policy, highlighting that he complements educators with an increase in competencies in accordance with the demands that developed from the Nigerian education sector. In addition, this initiative gives FCOE autonomy to design and implement the curriculum designed for current reality and global trends in education.

Referring to the government’s commitment to the revitalization of education, Alausa added, “There is no country that can rise above the quality of its teacher. This policy strengthens the foundation of our education system by ensuring that every teacher is trained, quality, and ready to lead in the current dynamic learning environment.”

The implementation of the double mandate policy is an important moment in Nigeria’s journey towards the development of teacher education and professionalism, placing federal education universities at the forefront of national progress.
