Tinubu will launch a revised National Terrorism Management Strategy in October

The Tinubu Ball President is expected to launch a revised Nigerian national counter-terrorism strategy (NACTEST) in October, following a comprehensive review aimed at handling security threats that arise.

The National Coordinator of the National Center for the National Contra-Terrorism (NCTC), Major General Adamu Laka, revealed this on Tuesday during the third quarter stakeholder meeting at NACTEST in Abuja. He confirmed that the revised documents had been completed and forwarded to the National Security Advisor, Mallam Nuhu thousand, for approval.

“Draft of the revised national-terrorism strategy, which combines feedback from validation exercises, has been completed and submitted to be approved. The last step is to secure the appropriate date for President Tinubu to officially launch it,” Laka said.

According to him, the review process, which began in February 2025, became necessary because of the developing terrorism, including the use of new technology, shifting tactics, and the exploitation of socio-economic vulnerability.

He explained that the revised strategy was developed through extensive consultations involving government institutions, security institutions, civil society organizations, academics, private sectors, and international partners.

“The success of this strategy lies in its loyal implementation. This requires collective ownership and coordinated actions in five work streams: preventing, protecting, identifying, preparing, and implementing,” he added.

Laka noted that Nigeria’s position as a counter-terrorism leader in West Africa and Sahel placed additional responsibilities in the country to provide innovation and coordination in combating violent extremism. He said the revised strategy would function as a national road map and model for the region.

Also speaking, Director of NCTC Policy and Strategy, Commodore Ahmad Madawaki, said the document was developed through an inclusive process involving services, civil society groups, traditional and religious leaders, and international stakeholders. He added that the center adopted the “all government” and “all society” approaches in line with the best international practice.

Madawaki confirmed that stakeholders will regroup after launching to work on implementing plans for revised strategies.
