The establishment of a new university is a simple process. Once you have the necessary structures, the library and teaching and non -teacher staff in various courses, your university will be approved by NUC.

Step 1 – Application, in writing, indicating the intention of the establishment of the university

Interested candidates should apply in writing to the executive secretary, Nuc, indicating the intention of the establishment of the university.

The declaration of intention should include, in short, the name of the proposed university, the location, the mission and the vision, the nature of the proposed university and its focal niche proposed in the current Nigerian university system, etc.

Step 5 – Interactive meeting of Scopu with the proposed university

Normally, Scopu invites the members of the Planning and Implementation Committee of the University offered in Nuc for an interactive meeting in a prelude to the first verification visit on its campus site.

For example, brief academic documents and Master-Plan are transmitted to the department of academic standards. Legal documents such as university law, the act of transfer of transfer, the certificate of constitution / registration and the act of transfer / occupation certificate are generally transmitted to the legal unit of the office of the Executive Secretary.

Step 8 – First verification visit

SCOPU undertakes an audit visit to the university proposed to examine their documents with them head-to-head and to assess the level of preparation in terms of documentation.

During this visit, the inspection of physical installations is also undertaken to determine their adequacy for the colleges offered for the first phase. In addition, courtesy calls are paid to government establishments that provide infrastructure facilities such as electricity, water and telecommunications, including traditional leaders and the local government headquarters where the proposed university is located.

Step 9 – Revision of documentation by owners on the basis of the Nuc Scopu report

After the first visit, the proposed university should revise its documents and undertake the modifications of its facilities to reflect the prescriptions given during the visit.

The revised documents are transmitted to NUC to assess compliance. If it has been found that progress has been made in this direction, the second (last) verification visit is scheduled at the proposed university.

Step 10 – Second verification visit

It should be the last visit to the proposed university, depending on the level of compliance with the prescriptions given.

Consequently, the documents are examined with the planning and implementation committee in order to improve them to bring them to an acceptable level.

The evidence of available liquid cash documents are inspected and analyzed by the committee’s financial expert. The bank guarantee of the fund up to N200 million will also be seen with other legal documents for a possible submission to NUC.

A final inspection of physical installations is also carried out to determine whether they are compliant with approved NUC standards.

Step 11 – Security screening for owners and the board of directors

The purpose of screening for the owner (promoter) and members of the board of directors of the proposed universities is to allow the government to determine the credibility of those who sponsor the university project and to ensure that they are not doubtful people.

Step 12 – Approval by the management of Nuc

SCOPU, on the return to NUC of the final verification visit, writes a complete relationship with scores to the management of NUC for its consideration and a necessary action.

Step 13 – Approval by the Nuc council

The Directorate of the NUC, at the reception of the SCOPU report on the proposed university, examines and makes an appropriate recommendation to the University Development Committee (UDC) of the NUC Commission for its consideration, after which the latter submits to the board of directors for ratification.

The board of directors, subsequently, transmits its recommendation to the federal government through the honorable Minister of Education for his examination and approval.

Step 14 – Approval of the Federal Executive Council

The Federal Executive Council examines the recommendations of the Nuc Board and the security report on the promoters of the university proposed. If it is approved, a three -year provisional license is granted to the owner. Only a satisfactory performance during the probationary period, the owner will allow the owner a fundamental license.
