FG says it does not approve the 40% allowance for public employees…

The federal government says it has not approved or conveyed a 40% special allowance for federal civil servants, clarifying that the matter falls under the National Commission on Salaries, Incomes and Compensation.

In a statement on Wednesday, the Director of Press and Public Relations at the Office of the Head of the Civil Service of the Federation, Eno Olotu, said the HCSF had not issued or forwarded any allowance approval to the Joint National Council for Public Service Negotiations or to the unions.

Olotu said the circular circulating in the media was issued by the NSIWC on April 23, 2026 and that only the commission has the statutory responsibility to issue and communicate such circulars.

He explained that the meeting called by the head of the civil service on Tuesday was an interventionist and conciliatory effort to facilitate dialogue between organized labor and the NSIWC and prevent a breakdown in working relations.

Announcement

Olotu recalled that Civil Service Chief Didi Walson-Jack had on April 24 announced other welfare measures approved for civil servants. These include the full tour of duty allowance for approved training, upward revision of the peculiar allowance between school levels on the consolidated salary structure of the public service and on the consolidated salary structure of research and allied institutions, and increases in the estacode, accountant allowance and other entitlements.

He also said the government has approved a ₦10 billion home loan program to expand access to affordable home ownership for public employees.

Olotu said the office remains committed to maintaining peaceful working relations and industrial harmony in the Federal Civil Service.
