The bill sponsored by Senator Hussini, Babangida Uba (Jigawa North West) was read on the floor of the Senate on Wednesday 21 May for the second time after it was read the first time in the sacred chamber of Monday 6 November 2023.

He said that the development of a solid and robust educational system in any country is based on the availability of qualified and well trained benches to have an impact on the knowledge required on students. Therefore, the need to have a strong system in our educational sector that must continually produce well qualified and trained teachers, since it is obtainable in other countries cannot be emphasized excessively. This is the fundamental justification for the establishment of this specialized institution of higher education: the Federal University of Education Gumel, Jigawa State

According to him, “the University will encourage the progress of learning and resist all people without distinction of race, I believe, sex or political condemnation,
“Develop and offer academic and professional programs that lead to the certificate prize, of first instance, post-graduate research, graduate and higher titles with emphasis on planning, development and adaptive skills in education, technology, applied sciences, agriculture, trade, art, social sciences, management and allied professional disciplines;

“Collaborate with other national and international institutions involved in training, research and development of education in order to promote governance, leadership and management skills between educational managers.
“Mr. President, my very respected colleagues, the issuance of this bill will do a lot to transform the educational infrastructures fallen into Nigeria and change the educational fortunes of the country for the better. It will also provide a balanced educational development in the state of Jigawa.
“This bill has no financial implications on the Federal Government since the University will acquire the Gumel structures of Jigawa State’s College of Education
“You may be interested in Mr. President, my very respected colleagues that the government of the Jigawa state has already agreed to deliver the College of Education Gumel for the purpose of this university.
“Therefore, it is my prayer and my ardent call that considers the difficult situation of people who wish to become professional teachers and support the rapid passage of this bill,” he begged
Senator Hussini in a chat with journalists after the plenary praised the Senate under the guidance of Senator Godswill Akpabio, president of the tenth Senate, stating that he is working assiduously to achieve the renewed agenda of hope of President Bola Ahmed Tinubu.
He observed that the funding would not have been a problem of the institution considering the fact that the institution has produced NCE holders in the last 35 years, so he expressed satisfaction that the Senate led by thekpabio was able to approve the bill for the second reading.
