BPP, Sign Mou Nasens to promote local production, stimulate …


The Bureau of Public Procurement (BPP) and the National Agency for Science and Infrastructure of Engineering (Nasens) have signed a Memorandum of understanding (Mou) on the implementation of the first policy of Nigeria.

Dr. Adbowale Adedokun, general manager, BPP, during the signature of Abuja on Monday, said that the partnership will promote the production, technology, innovation and economic growth in Nigeria.

The Nigeria (Nan) news agency reports that Nigeria’s first policy promotes the use of local content and indigenous solutions to face national challenges.

Adedokun said that Mou aimed to create a structured bridge between production and supply, giving priority to solutions made at the local level in the supply of public services, which promote a money value in public procurement.

“Today we are not only signing an agreement. We are building a pipeline from Nigerian innovation to national transformation.

“The memorandum of understanding that we sign today aims to align our policies with our priorities. It gives practical force to the first policy of Nigeria.

“Naseni’s innovations, from tractors to tablets, from surveillance drones to solar backup systems, will now be actively priority in the procurement plans of ministries, departments and agencies (MDA).

“We are institutionalizing a picture that makes local options not only preferable, but the predefined option first of all the others.”

He stressed that the partnership was not an act of protectionism, but an act of patriotism based on performance, since Nasens had invested in the guarantee of quality with its products certified by Standards Organization of Nigeria (Son) and Nafdac.

The DG said that the role of BPP was to ensure that the standards were rewarded with access and that the MDA no longer had to look out when the best was made in Nigeria.

He said that the Bureau was supporting his commitment with Nasens with reform actions.

Adedokun said that the BP will integrate the Naseni catalog in the Open Nigeria contractual portal (NoCopo), making the offers of Nasens in all MDA visible, verifiable and measurable.

“Between January and June 2025, the Intelligence of the improved prices in Noocopo has helped Nigeria saves over n173 billion dollars to $ 155 million and 1.7 million euros.

“These are not only savings on paper. They are savings that free resources for multiple schools, hospitals and support for small and medium -sized enterprises.”

He added that BPP and Nasens had set up a technical work committee to sync the production timing with the supply cycles, which followed the results, identify the bottlenecks and guarantee continuous improvement.

Adedokun praised Nasens for his efforts to put Nigerian manufacture innovation on the map as he asked for other MDA to prioritize their products.

“I ask other sectors beyond nosenes to develop their strategy for the implementation of Nigeria. Naseni has led. I expect others to follow.

“For citizens, I invite you to trace these contracts on Noocopo. Your supervision guarantees our responsibility.

“We really have to realize that today’s event is such that it can change our local industries, small and medium -sized enterprises. It can change the way women and young people are seen in terms of industrialization.”

Khalil Halilu, executive vice -president/CEO of Nasens, said that the memorandum of understanding should have attracted more investments in the country and promote local production.

Halilu said that the agreement will provide priority patronage to companies that collaborate with Nasens.

“The Mou further strengthens our efforts, pushing the first Nigerian policy and we can’t wait to assemble objects made at the local level and promote greater industrialization in the country.”

He observed that Naseni had received no less than 900 questions from companies to collaborate with them in recent and a half years, due to his rebranding and new partnerships.

“This has led to the development of no less than 50 products ready for the market and we have a showroom on the Kubwa highway which will soon be presented to our presentation event.”

Halilu also underlined the importance of protecting local industries and promoting local production to prevent Nigeria from becoming a landfill for imported goods.

He said the agency was working on the construction of the largest renewable park in the Keffi region and had taken a part of the Abuja industrial park and the technological village of Abuja to build electronics, electronic vehicles, etc.

Halilu said that the agency successfully attracted the transfer of technology and investments to the country.

He added that the agency’s policies were gender and inclusive, with women and young people who are part of his workforce.
