What I understand is, if we don't put the right person in d government, or the right person that supposed to do right thing is not fixed in the various aspect of government u will b asked or a demand of 100 dollar to solve a particular problem but since d person in charge of the money doesn't know what he or she is doing will give u excessive money for problem of what 100 dollars can solve.?
