Nigeria Customs Service Board (NCSB) has announced the threshold of a new fee free of $ 300 for low value imports, reforms designed to simplify permit procedures, increase e-commerce, and provide clarity for travelers.
In a statement issued in Abuja on Sunday, a service spokesman, Abdullahi Maiwada (AC), confirmed that “the minimum threshold value of $ 300” will apply to consignment imported through express delivery or brought in a passenger trunk. This policy is valid from 8 September 2025.
The minimis threshold refers to the maximum value of imported goods released from customs and related taxes. With this new rule, any item worth $ 300 or less will no longer attract import duties – provided is not goods that are prohibited or limited.
“After a comprehensive review of similar practices throughout the continent, the council approved $ 300 as the minimum threshold of Nigeria’s official de. This exception will apply to low-value imports, e-commerce delivery, and passenger luggage,” the statement said.
NCS explained that the release was limited to four imports per year per importer, in line with the Nigeria Customs Service Act, 2023, and international instruments such as the Facilitation Agreement on World Trade Organizations and the Kyoto Convention which was revised by the World Customs Organization.
This new framework also allows the release immediately and cleaning shipping that meets the requirements without post-release documentation. However, this service warns the manipulation of invoices or efforts to avoid task obligations, emphasizing that violators will face “confiscation, arrest, and other punishment as determined in NCS ACT, 2023.”

To ensure a smooth launch, Customs said it would launch a multi-channel assistance table to provide direct guidance for stakeholders, resolve complaints, and handle questions. Officials believe this initiative will reduce the postponement of permits, strengthen the role of Nigeria as a regional trade center, and stimulate cross-border e-commerce.
Meanwhile, NCSB also reviewed disciplinary cases involving several officers. After the investigation of the mistakes captured in the viral video, two officers were lowered to the next lower rank and were directed to undergo a medical re -evaluation to determine their fitness for the service. The other two were restored after a profitable case review.
The council warns “the abuse of prohibited substances and other forms of unethical behavior,” warning that such behavior will not be tolerated.
Re -emphasizing its commitment to accountability, this service emphasizes that its reform, coupled with strict discipline enforcement, is aimed at restoring public confidence and ensuring personnel to realize “service values, justice, and national responsibility.”
