The House of Representatives will inaugurate the AD-Hoc Committee on Tuesday to take the legislative function of the suspected State Council of the State Assembly.
This action followed the Declaration of the Tinubu Bola President regarding the emergency in the state of Rivers on March 18, quoting an increase in tensions between Governor Siminaayi Fubara and the State Assembly. The President, who requested the 305 part of the 1999 Constitution (as amended), was deferred both by the Governor and the Assembly for the initial period of six months, appointing the representative of the Ibok-Ete Iba Admiral as the sole administrator.
Apart from the broad criticism of the prominent Nigerians who questioned the president’s authority to suspend the democratic elected governor, the two national assemblies ratified emergency rules, stating that it was the interests of peace and public order.
The House of Representatives, during the plenary session, decided to form a special committee to fulfill the suspension’s legislative tasks, as permitted by Section 11 of the constitution.

In a statement released on Sunday, House Spokesman Akin Rotimi stressed that the President’s proclamation was subject to a comprehensive legislative and amendment review to strengthen democratic protection and maintain checks and balance.
“One of the most consequence amendments is the appointment of the National Assembly – rather than the Federal Executive Council – as the supervision authority for all regulations issued based on emergency arrangements,” Rotimi said.
“In line with section 5 of the Emergency State (Rivers State) Proclamation, 2025, and in accordance with Section 11 (4) The constitution of the Federal Nigerian Republic, the DPR has formed a D-Hoc Committee which is dedicated to monitoring implementation and ensuring that governance in the state remains within the boundaries of constitutionalism and laws,” the statement said.
The Committee will be chaired by the leader of the DPR Prof. Julius Ihonvbere, with House Minority Whip who served as deputy chairman. Other members include ISIAKA IBRAHIM, Idris Wase, Muktar Betara, Sada Soli, Abiodun Faleke, Amos Daniel, Erhiatake Ibori-Suenu, Blessing Onuh, Iduma Igariwey, Shehu Rujau, Oluwele Okay, Entinosa Amadi, Patrick Umoh, James Barka, Alex Egbona, Isa Anka, and Fatima Talba. Prof. Jake Dan-Azumi will head the committee secretariat.
The statement concluded that the House of Representatives was determined to uphold the supremacy of the constitution and ensure that extraordinary steps taken during the emergency period remain subject to legislative supervision, guided by transparency, accountability, and the best interests of countries both from the river state. “
