The Independent National Election Commission (Inec) on Monday began the physical phase of the Sustainable Voter Registration Training (CVR) throughout the country, following the online registration that began on August 18, 2025.
According to official figures, no less than 5,965,451 permanent voter cards (PVC) are still not collected nationally. Backlogs include 36 states and territory of the Federal Capital. Lagos State leads with 845,225 PVCs that are not claimed, followed by Oyo with 515,254, Ogun with 410,281, and canoe with 327,177. Other countries with significant numbers including Osun (360,794), Ondo (295,856), Delta (232,183), Rivers (251,418), Taraba (197,049), Benue (170,586), Kaduna (170,735), and Abia (171.62), Kaduna (170.735), and Abia (171.6.6).
Smaller but well -known numbers are recorded in countries such as Anambra (31,690), Ekiti (29,595), Jigawa (52,933), Nasarawa (51,495), and Yobe (47,295). FCT contributed 93,868 cards that were not collected.
Inec explained that the CVR process would allow Nigeria to meet the requirements not only to register but also to collect extraordinary PVCs from the previous exercise. This exercise also accommodates the transfer of voter registration inside or throughout the state, as well as the replacement of lost or damaged cards.

The commission stated that registration will take place in 811 national centers, covering all 774 Regional Government Regional Offices and state headquarters. This exercise will take place from 9:00 in the morning to 3:00 pm, Monday to Friday, and only open to citizens aged 18 years and over who have not been registered.
Both new applicants and those who complete pre-registration online are required to present themselves in designated centers for biometric arrest to complete their registration.
To increase public participation, Inec has launched a national sensitivity campaign, emphasizing that “voting begins with being on the list.” Special provisions have also been made to ensure accessibility for people with disabilities and other vulnerable groups.
