At the front line in this vital effort there is the Hon. Lagos’ responsibilities include the connection of state policies with their local execution.

He was appointed to his role as part of the efforts of the Governor Uba Sani to remodel the governance of the state. His duties include the management of 23 areas of the local government of Kaduna (LGA) and guarantee adhesion to the state support agenda, which emphasizes rural development, the commitment of the community and the strengthening of the institutions. The responsibilities of this ministry include the coordination of LGA budgets, the supervision of infrastructure projects and the face of community problems such as safety and service provision.

Hon. Lagos, known for his intelligence and dedication, works diligently to help the governor achieved his goals. Here are some significant ways to transform the ministry and local governance into the state:

1. Financial reforms and responsibilities
Lagos made transparency in the allocation of funds a priority to prevent bad management and ensure that resources reach local communities. As President of the Technical Committee of the joint Committee of allocation of the Counts (Jaac), it has implemented more rigorous checks on the distribution of funds to 23 LGA. For example:
-Financial rawns in real time: Jaac’s monthly meetings established with LGA leaders, financial officials and agencies such as the Kaduna Internal Revenue Service (Kadir) for the evaluation of the budget and the monitoring of the projects.
– financing of direct projects: 60% of LGA funds for critical projects (e.g. primary health centers, schools) to reduce bureaucratic delays has been designated.
– Audit partnership: has united forces with the local auditor of the local government for the quarterly revisions of the LGA expenses, with consequent high reduction in losses.
2. Strengthen local governance structures
To enhance the LGA, Lagos focused on:
– Creation of capacity: training launched for LGA presidents and staff on modern governance practices, including the management of digital projects and the participatory budget.
-decentralized decks: promoted the adoption of the community development card (CDC) by the LGA, allowing communities to propose and priority to development projects. Over 200 initiatives financed in 2024 included projects such as wells and rural roads.
-Performance -based incidents: annual prizes launched for excellent LGA in the supply of services, stimulating healthy competition; For example, Zaria LGA has been recognized for the completion of 15 CDC projects in advance.
3. Modernization of the boss’s business
Lagos has rejuvenated the role of the ministry in supporting traditional institutions aligning with modern governance:
– Framework of conflict resolution: set mediation committees to resolve the chief disputes in areas such as Kajuru and Sanga Lgas, lowering the voltages of the community.
– Digitization of records: has created a digital database for real lineages and head titles to prevent fraudulent statements and guarantee historical accuracy.

4. Improvement of safety and rural development
By recognizing insecurity as an obstacle to development, Lagos has:
-Collaborate with security agencies: he worked with the Kaduna state security advice to distribute groups of vigilants and install LGA surveillance at risk such as Birnin Gwari and Giwa.
-Integrated development of development: infrastructure projects connected to safety strategies in vulnerable areas, such as the construction of roads and slats with solar energy.

5. Governance based on technology
Lagos is using technology to connect the ministry and the LGA:
-electronic monitoring, has created a dashboard for citizens to keep track of the progress of the project and promptly report the problems.
– Geospace mapping: GIS tools used to identify underground areas and allocate resources fairly, leading to the creation of 10 new clinics in 50 remote villages mapped without healthcare facilities.
6. COMMITMENT and transparency of citizens
To restore public trust, Lagos claimed:
– Actuality of the Law on Freedom of Information (FOI): LGA required to publish budgets and project updates on public platforms.
– meetings of the Town Hall: conducts quarterly forums that have allowed over 5,000 residents to engage directly with the LGA presidents and the Ministry officials in 2024, resolving 80% of the grievances within 60 days.

Despite these progress, challenges such as Banditi, the financing of deficiencies and the bureaucratic resistance persist. Lagos’s proactive strategies include:
– Expand collaborations with NGOs and international donors for rural initiatives.
– improve the agricultural support program to improve the means of subsistence in areas such as Kachia and Ikara.
– supporting the constitutional amendments to grant LGA more autonomy.
