The order leak reveals Trump’s plan for drastic US diplomatic cuts in Africa

The executive order of the White House that leaked outlines the plan for the United States to significantly reduce its diplomatic presence in Africa, as well as eliminating the Foreign Department offices that focus on climate change, democracy, and human rights.

This order, framed as an act of slaughtering costs that are in line with the priority of the White House, also proposes a big reduction in US software globally.

While State Secretary Marco Rubio rejected the report by The New York Times, calling it “fake news” and “trick” in a post on X, a copy of the design obtained by AFP called for “full structural reorganization” from the Department of Foreign Affairs on October 1 this year.

The design stated the purpose was “to streamline the delivery of missions, projecting American power abroad, cutting waste, fraud, abuse, and aligning the department with the first American strategic doctrine.”

The most significant change is the restructuring of US diplomatic efforts to four regional bureaus: Eurasia, the Middle East, Latin America, and Asia-Pacific, effectively eliminating the current African bureau. Instead, “the special delegation office for African affairs” will be made, reporting directly to the White House National Security Council, passing through the Department of Foreign Affairs.

“All embassies and consulates that are not important in sub-Sahara Africa must be closed,” this design is determined, with the remaining missions consolidated under special delegates through “targeted distribution and driven by missions.” The focus in Africa will shift towards the counterterrorism and “Strategic Extraction and Critical Natural Resource Trade.”

The presence of US diplomatic in Canada, the old ally, will also “decrease significantly,” and the embassy in Ottawa will be “significantly lowered.”

Tom Yazdgerdi, President of the American Foreign Service Association, representing US diplomats, expressed concern, stating, “It seems like a ax work. It seems like we withdraw from the world.”

The plan proposes large -scale cuts to American soft power and reduced participation in multilateral organizations.

Although the executive order has not been discussed publicly by the officials, he is in line with the previous steps to cut the US initiative and question the traditional alliance, including NATO.

The previous leak plan suggested cutting the entire budget of the Department of Foreign Affairs.

The New Foreign Affairs Department announced the closure of an agent designed to fight the campaign of foreign disinformation. The government has also dismantled USAID, the arm of the US government foreign aid.

This new draft proposes to eliminate offices that deal with climate change, ocean, global criminal justice, human rights, and departmental offices for Afghan women and daughters.

The program aimed at projecting the influence of US culture and English, including the Fulbright program, will also face significant cuts.

This follows Trump’s ongoing efforts to dismantle Voice of America, a broadcast network targeting audience in repressive countries.

Yazdgerdi criticized the proposed cut as “the wound caused by himself,” which stated, “Soft power, he said, was” that displayed America. This is an inspiring element.
