The Nigerian Army has fired as an evil report on personnel complaints over delayed promotions and stagnant salaries under the leadership of the Army Chief of Staff, Lieutenant Gen. Olumi Oluyede.
Acting Director of Army Public Relations, Lieutenant-Kol. Appolonia Anele, made clarification in a statement on Saturday in Abuja.
He said the promotion in this service was strictly guided by achievement, criteria laid, and the availability of vacancies as specified in the 2024 Armed Forces from Nigeria which was harmonized by service terms and conditions (HTACO) for the army, ranking, and pilots.
Anele said: “Paragraph 04.01 from HTACO clearly states that promotion is given as a recognition of hard work, professionalism, and efficiency.
“There is no by-pass personnel this process. Any change in time is based on strictly on professional standards, not personal flexibility.”

The Director emphasized that regulations that guide transparent, detailed, and in line with the best practices of the global military – bring up all ranking from private officers to military warrants.
On a stagnant salary claim, he clarified that the adjustment of remuneration is under the constitutional mandate of the right federal institution and not the control of the Army Leadership Policy.
He highlighted the welfare reforms carried out by CoA because of the assumption of his position, including the multiplication of the cash allowance and expanding the Nigerian Army welfare loan scheme to support personnel in small scale companies and asset acquisitions.
“This is among several welfare programs that began to improve the lives of their personnel and families,” Anele said.
