Serap asked the question for the prosecutor’s probe in an open letter dated 16 August 2025 and signed by his deputy director, Kolawole Oluwadare.

“These accusations have exposed the way in which legislators are abusing their positions entrusted to deny the Nigerians of their democratic rights.
“Referring the accusations to the Commission for economic and financial crimes (EFCC) and independent corrupt practices and other related crimes (ICPC) for investigations and criminal actions would improve the trust of the public in the leadership capacity of the National Assembly to ensure responsibility in the exercise of the constitutional and legislative functions of the legislators.
“By exercising strong and effective leadership in this matter, the leadership of the National Assembly can demonstrate to the Nigerians that the legislative body is an adequate and responsible guard dog that represents and protects the public interest and is able to take it into account in case of corruption, including corruption.
“The accusations are also equivalent to fundamental violations of the Nigerian Constitution and the legislation on the anti -corruption of the country and to international obligations, including pursuant to the United Nations Convention against corruption to which Nigeria is a state party.
“Ibrahim Aoyo is an informant, who is protected pursuant to article 33 of the United Nations Convention against corruption to which Nigeria is a party party. Ibrahim Aoyo is an informant due to its dissemination of public interest on the alleged corruption to present motions and invoices in the national assembly.
“Serap is worried about the persistent accusations of corruption in the national assembly and the prevalent culture of the impunity of the authors.
“Guarantee the investigations on the accusations that legislators pay between ₦ 1 million and ₦ 3 million to present invoices, motions and petitions and pursuit of suspicious authors would improve transparency and responsibility in the national assembly and build confidence in democratic institutions.
“Serap observes that section 15 (5) of the Nigerian Constitution requires public institutions, including the national assembly to abolish all corrupt practices and the abuse of power.
“Nigeria has also made legally binding commitments pursuant to the United Nations Convention against corruption to prevent and combat corruption, including corruption. These commitments should be fully supported and respected.
“Ibrahim Aoyo had said that the process of presenting movements and invoices at the National Assembly is financially prohibitive. According to him,” since I was elected a member in 2015, no individual gave me a bill to pass. And also, the invoices and petitions are also paid. “
