El-Rufai PSC Petition for Alleged Violations by Kaduna Police

A former Governor of Kaduna State, Nasir El-Rufai, has submitted a petition to the Police Service Commission (PSC) for the mistakes by police operations in the Kaduna state.

He accused the Commissioner of the State of the Police and several officers from the Kaduna State Command for “unprofessional behavior, office abuse, and violations of the” 2020 police law and related regulations.

In a petition dated September 8, 2025, and addressed to the chairman and head of the PSC executive, El-Rufai urged the commission to conduct a comprehensive investigation and not favor the alleged violation.

“I wrote as a citizen of Nigeria and former Governor of the State Kaduna to officially submit this complaint and demand direct, impartial, and in-depth investigation of behavior that violates the law and is not constitutional from the Police Commissioner (‘Commissioner’) and several Kaduna State Police Command officers,” El-Rufai said.

He added that the petition was proposed “with a deep sense of responsibility as citizens and public servants who have served the state at the national and subnational level, including dedicating eight years to increase the state of Kaduna to all of its residents.”

The former governor stressed that his concern beyond personal complaints, saying they reflect a broader need for accountability and ethical standards in the police.

“I am motivated by the concern for the Nigerian Police, which, regardless of the challenges, remains the main law enforcement agency in the country,” he said, adding that it was the duty of all citizens to support PSC in “carrying out the power of its regulations to uphold discipline and promote ethical behavior.”

The El-Rufai petition followed the recent friction with the Kaduna State Police Command.

On September 4, 2025, the command invited him and six members of the African Democratic Congress (ADC) for questioning the alleged criminal conspiracy, incitement of public disorders, damage, and caused sad pain.

The police letter, signed by the Deputy Commissioner of the Police, the Department of Criminal Investigation, Uzainu Abdullahi, directed the ADC chairman at Kaduna to produce El-Rufai and others in the state CID on September 8.

Those invited with former governors including Bashir Sa’idu, Jafaru Sani, Ubaidullah Mohammed (known as “30”), Nasiru Maikano, Aminu Abita, and Ahmed Rufa’i Hussaini (also known as “Mikiya”).

Invitation, entitled Investigation Activities: Criminal Conspiracy Cases, incitement of public peace disorders, crime and causing the tongue of the tongue, said the people were asked to clarify the accusations proposed to them by the complainants who were not named.

Tension increased last week when security operators seal the ADC office in No. 4 Ali Akilu Road, Kaduna, only a few hours before the leadership of Northwest Party is scheduled to make commission visits to members who are attacked by political thugs. Witnesses reported that several police patrol van were deployed in the coordinated blockade of the place.

El-Rufai, in his petition, insisted that the PSC must act decisively to uphold the professionalism and public trust in the police, warning that the failure to examine alleged violations of power can erode trust in the Nigerian security institution.
