President Tinubu raises the emergency rule in Rivers State Midnight (see full text) – Thage

President Bola Tinubu has officially pronounced midnight today, on 18 September 2025 as an end of the emergency domain in the state of sparrows and the restoration of the democratic structures that suspended on March 18, 2025 to resolve the crisis of prolonged leadership, following the battle of Supremacy between the Minister of Federal territory FCT and the governor Siminalayi Fubara, in the State.

Declaration of his excellence, Bola Ahmed Tinubu, President of the Federal Republic of Nigeria, in termination of the state of emergency in the state of the rivers

My companions of compatriots and, in particular, the good people of the state of the rivers.

I am happy to face you today in the state of emergency declaration in the state of spinners. You will remember that on March 18, 2025 I proclaimed a state of emergency in the state. In my speech on the announcement, I highlighted the reasons for the declaration. The summary for the context is that there was a total paralysis of governance in the state of sparrows, which had led to the governor of the state of the rivers and the Chamber of the Assembly was unable to work together. The critical economic activities of the state, including the gas pipelines, were vandalized. The Chamber of the State Assembly was full of crisis, so that the members of the Chamber were divided into two groups. Four members worked with the governor, while 27 members opposed the governor. The latter group supported the speaker. As a result, the governor was unable to present any appropriation invoice to the Chamber, to allow him to access the funds to manage the affairs of Rivers State. That serious constitutional impasse has led to a governance in the state. Even the Supreme Court, in one of his judgments in a series of cases presented by the executive and the legislative weapons of the rivers one against each other, claimed that there was no government in the state of sparrows. My intervention and that of other well -intentioned Nigerians to resolve the conflict proved to be abortive while both sides strictly blocked their positions at the expense of the peace and development of the state.

It has therefore become painfully inevitable that to arrest the drift towards anarchy in the state of sparrows, I was obliged to invoke the powers conferred to me by the section 305 of the 1999 Constitution, as amended, to proclaim the state of emergency. The offices of the Governor, Deputy Governor and elected members of the Chamber of the State Assembly were suspended for six months in the first place. The six months expire today, September 17, 2025.

I thank the National Assembly, which, after critically evaluated the justification for the proclamation, immediately took measures, as required by the Constitution, to approve the declaration in the interest of peace and the order in the state of the rivers. I also thank our traditional sovereigns and the good people of the State of the rivers for their support from the date of the state of emergency until now.

I am not aware of the fact that there were some rumors of dissent against the proclamation, which led to their establishment of over 40 cases in the courts of Abuja, Port Harcourt and Yenagoa, to invalidate the declaration. This is the way it should be in a democratic environment. Some cases are still in suspense in court to date. But what must be said is that the power to declare a state of emergency is an integrated constitutional tool to deal with actual or threatened situations of public order and public safety, which require extraordinary measures to restore the state in peace, order and safety. Considered objectively, we had achieved that situation of total breakage of public order and public safety in the state of sparrows, as shown in the judgment of the Supreme Court on disputes between the manager and the legislative arm of the state of sparrows. It would have been a colossal failure on my part as president to not having made this announcement.

As a stakeholder in democratic governance, I believe that the need for a harmonious existence and relations between the manager and the legislator is the key to a successful government, both at the state and national level. The people who voted for us expect to reap the fruits of democracy. However, this expectation will remain unattainable in an atmosphere of violence, anarchy and insecurity endured by misleading political activism and Machiavellian manipulations between the interested parties.

Today I am happy that, since intelligence at my disposal, there is a basis of a new spirit of understanding, a robust readiness and a powerful enthusiasm by all the parties interested in the state of the rivers for an immediate return to democratic governance. This is undoubtedly a welcome development for me and a remarkable result for us. Therefore, I don’t see why the state of emergency should exist one day more than the six months I had pronounced at the beginning.

It therefore gives me a great pleasure to declare that the emergency in the state of the rivers of Nigeria will end with midnight effect today. The governor, his excellence Siminalayi Fubara, the deputy governor, his excellence Ngozi Nma Odu, and members of the Fivers State House of Assembly and the speaker, Martins Amaewle, will resume work in their offices from 18 September 2025.

He creates the opportunity to remind governors and houses of the assembly of all the states of our country to continue appreciating that he is only in an atmosphere of peace, order and good government that we can deliver the dividends of democracy to our people. I involve all of you to let this realization guide your actions at all times.
