After the terror attack, Governor Makinde signed an executive order on vigilantism and security groups

Oyo State Governor, Seyi Makinde has signed Executive Order 001 of 2026 on the Regulation of Associations, Groups and Organizations offering Security and Allied Services in the state.

He said this step is necessary to ensure that all groups and associations involved in security-related activities, such as vigilantes and other community-based security groups, operate within a clear legal and operational framework that supports peace, order and the rule of law in the country.

At a signing ceremony on Wednesday in Ibadan, the state capital, Makinde stressed that the executive order became important in view of the increasing security challenges facing society and the increasing number of groups involved in security-related activities without proper coordination.

While security remains the collective responsibility of the government and citizens, he explained that the order is designed to ensure that all organizations involved in security and related services are properly registered, documented and monitored by the state government.

The governor also stressed that the public should avoid any action that could give rise to ethnic tensions, and also warned socio-cultural groups to stop narratives that could result in ethnic profiling, discrimination or confrontation as the state government would not tolerate any form of criminality under the guise of security operations.

Makinde also used this opportunity to discuss the recent kidnapping of students and teachers in Oriire Local Government Area of ​​the state, and assured residents that government, in collaboration with security agencies and relevant stakeholders, was working to ensure the safe return of the victims.

The governor urged citizens to report suspicious activities to security agencies rather than resort to unlawful acts of self-help or retaliation.

The governor’s move comes following recent attacks on a number of schools and communities in the state by suspected terrorists that resulted in the abduction of more than 46 people.
