Dangote refinery again reprimands NUPRC, denies receiving allotment of 29 million barrels

Dangote Refinery and Petrochemical Plant Operator has rejected claims by one of the regulatory bodies in Nigeria’s oil and gas ecosystem, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), regarding crude oil supplies.

The NUPRC in a recent statement claimed that its nine refineries had benefited from its supply of 32 million barrels of crude oil — with Dangote alone getting 29 million barrels of the total supply between January and June this year.

But in a statement issued on Friday by Head of Branding and Communications, Anthony Chiejina, the Dangote refinery said it had not received any crude supplies.

The operator of the Dangote refinery has been embroiled in a dispute with authorities in Nigeria’s oil sector over the supply of crude oil to the refinery.

Chiejina said: “We have received a statement from the NUPRC that they have facilitated the allocation of 29 million barrels of crude oil to the Dangote Oil Refinery and Petrochemicals.

“We would like to thank them for this allocation, but at the same time inform them that we have not received this cargo.

“Apart from the supply side, which we have negotiated bilaterally with NNPC, so far NUPRC has only facilitated the purchase of one cargo of crude oil from domestic producers.

“The remaining cargo we process is purchased from international traders.”

He said oil refineries in Nigeria should buy crude oil directly from companies producing it in Nigeria, not from international intermediaries as stipulated in the Petroleum Industry Act (PIA).

The spokesperson stressed that the NUPRC had admitted in their statement that they would not be able to enforce their domestic crude oil supply obligations as stipulated in the PIA, citing the sanctity of the contract as the reason.
