Abuja (basic reporter) The only administrator of the State of Rivers, the deputy admiral IBOK-ETE EKWE IBAS (RTD) revealed that some state government officials are retaining the critical financial registers necessary to capture the expenses incurred by the State in the first quarter of 2025.
This, he said as he presented the bill on the State N1.4Trilion 2025 in front of the AD HOC Committee of the Senate for the supervision of the emergency rule in the state of sparrows
However, the leader of the Senate and the President, the AD-Hoc Committee of the Senate for the supervision of the emergency domain in the state of spinners, Senator Opeyemi Bamidele observed that the emergency rule “is not a substitute for the democratic government, but an extraordinary measure to guarantee peace and security in the state of spinners”.
Recall that President Bola Ahmed Tinubu had declared the emergency domain in the state of sparrows, citing the prolonged political crisis in the state and its consequences on national economy and security.
Subsequently, the president of the Senate, the president Godswill Akpabio had constituted a committee of 18 members for the supervision of the emergency domain in the state of the rivers under the presidency of Senator Bamidele.
The members of the ad hoc committee include the chief whisk of the Senate, Senator Tahir Munguno; Deputy head of the whip of the Senate, Senator Peter Nwebonyi; President, Senate’s transport committee for terrestrial transport, Senator Adamu Aliero; President, Senate’s Finance Committee, Senator Sani Musa; President, Senate Committee for banks, insurance and other financial institutions, Senator Adetokunbo Abiru, among others.
By defending the law on the appropriation of the state of sparrows of 2025 Thursday, the only administrator observed that the budget proposal before the ad hoc committee “may not be a perfect document given the time and circumstances of its development”.
Unfortunately, Ibas also observed, some state officials have retained the critical information necessary to guarantee a more complete capture of the expenses undertaken in the first quarter at the time of the presentation of the budget estimates.
However, the only administrator added that the financial statements in line with the strategic objectives outlined in the development plan of the State of the rivers (2017-2027).
He said that the budget estimates presented “an integrated framework to strengthen the mobilization of revenue, accelerate the delivery of infrastructures, improve human capital and promote inclusive economic growth.
“The budget is made as a tax model focused on people, who responds to the challenges and imperatives of future development. We are optimistic about the fact that the implementation of the budget proposal will offer great socio -economic benefits for the people of the State of the rivers.”
Also to the defense of Thursday’s budget, Bamidele underlined the determination of the ad hoc committee to perform a continuous supervision on the state until the end of the emergency rule.
He observed that the emergency rule “is not a substitute for the democratic government in any political climate. Rather, it is an extraordinary measure designed to restore the order in times of disturbing, peace instead of conflict and stability rather than instability.
“And its application, as is in the state of spars, is not based on Fiat as some people have insinuated, but in line with section 305 of the Constitution of the Federal Republic of Nigeria, 1999 (as modified) and other relevant laws that guide all the interventions of the Presidency and the National Assembly”, has further noticed.
Bamidele, therefore, observed that the Authority of the Senate also commissioned the mandate of the ad hoc committee “to keep track of how the resources allocated in the budget would have been used for the benefits of the people of the State of the rivers.
“As representatives of people, we are not only appointed to evaluate the figures, but also to guarantee the faithful execution of the financial statements. It is our mandate to keep track of how the allocated resources are used for the project sector to ensure transparency and support the responsibility in the use of public funds.
“This means that our commitment today in the allocation of the state of the state of spars 2025 does not end here. In the coming months we evaluate the performance of the budget by monitoring the outlay, the execution times and delivery results.
“Our goal is to ensure that the approved funds are translated into a significant development and that deviations or delays are faced promptly in the prevalent public interest.
“In addition to the numbers, we must also evaluate the impact of the real world of this budget on the daily life of the people of the State of the rivers. In times of political uncertainty and emergency governance, the government actions must not only be law, but also focused on people.
“We must ask: this budget will provide proven roads, health, education, security and means of subsistence for people? This is ultimately the way we build confidence in the government and in public institutions like ours.
“When citizens can hear the dividends of democracy when allocations on paper become tangible solutions on the ground. Their trust in governance is renewed. It is this trust that we must work to restore and strengthen through our recommendations and supported legislative supervision,” explained the president of the AD hoc committee.
