More Trouble for NILDS CEO as Former Assistant Files Petition with FCC, Alleging Abuse of Office and Violation of Federal Principles

A formal petition has been filed with the Federal Character Commission (FCC) against Abubakar O. Sulaiman, Director General of the National Institute of Health (NILDS).

The petition, authored by Professor Jake Dan-Azumi, accuses Mr Sulaiman of serious misconduct since his appointment in 2019, including abuse of office, violation of federal moral principles and breach of public trust.

The charges allege forms of nepotism and tribalism in the recruitment processes at NILDS.

It is alleged that about 95% of the staff appointments made under Mr Sulaiman favoured individuals from Kwara State, particularly those who had personal links with him.

This practice, described as “Kwaranization,” is considered a clear violation of the principle of federalism, which mandates equitable distribution of public sector positions among Nigeria’s different states and ethnic groups.

The petition further alleged that Mr. Sulaiman had tampered with documents to misrepresent the country of origin of the staff members he hired, which constituted not only a breach of public trust, but also a criminal act.

Such actions are considered to undermine the principles of transparency and accountability, which are fundamental to public service.

Professor Dan-Azumi called for a full investigation by the FCC, urging an audit of all recruiting practices at NILDS since 2019, verification of home state records, and consideration of any complaints of specialized exceptions to federal character rules.

The petition highlights the urgent need for FCC action to restore integrity and fairness to NILDS recruitment processes and prevent the perpetuation of inequalities that could threaten national unity.

The petition was also copied to key government officials, including the President of the Senate, the Speaker of the House of Representatives and the Chairman of the Independent Corrupt Practices Commission (ICPC), underscoring the gravity of the allegations and calling for prompt action.
