Canada tightens immigration rules, to reduce international student intake

The Canadian government on Thursday announced plans to cut international student admissions by 10% by 2025, capping study permits at 437,000, down from this year’s target of 485,000.

The move is part of a broader effort to strengthen the temporary housing program and address the country’s changing landscape, according to Immigration Minister Marc Miller.

โ€œThe reality is that not everyone who wants to come to Canada will be able toโ€”just as not everyone who wants to stay in Canada will be able to,โ€ Miller said. The decision is aimed at reducing pressure on housing, health care and transportation infrastructure, which has been caused in part by the influx of newcomers.

However, this decision may not be welcomed by stakeholders, especially Canadian higher education institutions. Universities Canada is expecting a 45% drop in international student arrivals for the new semester.

The electoral fortunes of the ruling Liberal Party are also a factor, as they face a decline in popularity after losing two federal by-elections in their strongholds of Toronto and Montreal. The Conservatives, led by Pierre Poilievre, have pledged to reduce immigration if formed.

A recent Angus Reid Institute poll found that 48% of respondents believe closing Canadaโ€™s borders to immigrants would be beneficial. The shift in public opinion underscores the governmentโ€™s challenge in balancing economic growth with addressing rising concerns about immigration.
