What makes Abdulmumin Jibrin that the people of Kano, Kiru/Bebeji Constituency, Kano State continued to elect him for four different terms as a member of the House of Representatives? Obviously, he is one of the very few elected politicians who delved into politics after a successful academic and business career and made a huge impact in the National Assembly. Abdulmumin has one of the most intimidating resumes you will ever find in the National Assembly and that is why he stands out as an innovative mind and a determined reformer of the laws that govern our financial institutions. He is what you would call your consummate parliamentarian, who chairs so many committees in the legislature, who have brought far-reaching reforms in our legislative processes and ultimately in the management of the nation’s resources. Of note is the promotion of reforms of the National Assembly’s oversight function over our budget appropriation cycle and monitoring of post-approval implementation. Abdulmumin led the passage of the first supplementary budget of the Buhari administration, facilitating the early fiscal transition and policy alignment of the new government. He also provided the legislative support that led to the creation of the Treasury Single Account (TSA), which is one of the most significant cash management reforms in the nation’s post-independence history. Abdulmumin also initiated comprehensive legislative reforms of the Nigerian insurance sector, which led to the repeal of archaic laws and the legislation of new ones. Dr. Jibrin also sponsored the Public-Private Partnership Regulatory Commission Act, which provides a regulatory framework for overseeing infrastructure concessions and PPP agreements. One of Abdulmumin’s most notable achievements in the National Assembly is the discovery of the failure to remit substantial revenues from petroleum resources by the NNPC to the federation’s account. Unlike your everyday politician, Abdulmumin is your legislator with astonishing results.
Abdulmumin came to the National Assembly fully equipped, I would say, to make progress and succeed. Early on, as a young man, Abdulmumin had a clear vision of what he wanted to achieve in life, and he put his head down to focus on building an illustrious career, studying in diverse fields, from economics to politics to international relations. He holds two doctorates in economics and international relations, as well as an MBA from the Swiss Business School in Zurich and a Master’s degree in international affairs from the ABU. He has built himself with strategy and purpose, rigorously following numerous executive leadership training courses, including: Oxford Strategic Leadership Program at the University of Oxford, Program for Leadership Development at Harvard and a Senior Executive Program at the London Business School; as well as telecommunications strategy and marketing at INSEAD France. As a businessman, he was president of the Nigerian-British Chamber of Commerce, Abuja chapter, and a member of the Nigerian-American Chamber of Commerce, while he was president of the Tasyapi Group in Nigeria, a Turkish multinational construction conglomerate. Abdulmumin was also the chairman of Green Forest Group Ltd., an investment company with subsidiaries in the energy, agriculture and real estate sectors. In 2015, Abdulmumin Jibrin founded the Kofa Farmers Market and Trade Center which has strengthened Kiru/Bebeji’s economy, providing jobs for youth and economic empowerment for small businesses. In 2020, he was named Executive Director, Business Development of the Federal Housing Authority (FHA). Abdulmumin is a Fellow of the Chartered Institute of Finance and Control of Nigeria, a Fellow of the Institute of Mass Communication, a Fellow of the Corporate Administration of Nigeria and a Fellow of Paul Harris, Rotary International.
I have known Abdulmumin Jibrin for over 35 years and he is one I would truly call a friend! He has been a support to me in several critical situations in my life as a brother and friend. When I lost my father, he hired me as the CEO of his company, Green Forest, and eventually as his senior legislative assistant in the National Assembly. He sponsored my turban ceremony as Talba of Bauchi and was present every step of the tedious quest for the title. When I got sick and had surgery, he was there to support me morally and financially. Our friends refer to him as “the Main Man”, a very gregarious and generously generous character who would not hoard a penny to meet the needs of family and friends. He is a cheerful giver towards friends, colleagues, family and even towards common people. He definitely enjoys the blessings of his parents who he takes care of so well, and you can see that at home he is so favored. He offers great servitude to his parents and siblings. Today, as you turn 50, I write this tribute, as a birthday wish, to a very cerebral mind and one of the bravest politicians of the Fourth Republic who faced the establishment head on, in an effort to ensure integrity in the National Assembly. Whether he wears APC, NNPP or PDP garb, Kofa, as he is famously known in Kiru/Bebeji of Kano, will always be their choice whenever they go to the polls because of his outstanding and meritorious service to his constituency.
