Makinde Signs Executive Order Restricting Okada Operations, Strengthening Security Measures in Oyo – THIS UPDATE

Oyo State Governor, Seyi Makinde, has signed Executive Order 002 of 2026 on the Regulation and Enforcement of Vehicle Registration and Traffic Management, restricting operations of commercial motorcycles, popularly known as Okada, between 10.30pm and 5.30am daily across the state as part of renewed efforts to tighten security.

Makinde signed the executive order in his office on Friday, saying the measure has become necessary to strengthen the state’s security architecture and improve enforcement of vehicle registration, traffic regulations and public safety measures aimed at protecting lives and property.

He said the move follows the discovery that unregistered vehicles and motorcycles are increasingly being used to perpetrate criminal activities in different parts of the state, citing the recent kidnapping of pupils and teachers in Oriire Local Government Area of ​​Ogbomoso as one of the incidents that informed the action.

Makinde assured citizens that the state government, in collaboration with security agencies, is intensifying efforts to secure the release of the abducted teachers and pupils, adding that government silence on the matter should not be construed as inaction.

“We are living in very difficult times. For over 20 days, our teachers and pupils have remained prisoners in the hands of terrorists. Our thoughts and prayers go out to them and their families who continue to endure unimaginable pain and uncertainty.

“As a government, we share their anxiety and hope and remain committed to doing everything in our power to ensure the safe return of each and every one of them,” the governor said.

Makinde noted that while the government continues to pursue every necessary measure to rescue the abductees, it is equally important to learn from the recent security breaches and strengthen prevention mechanisms across the state.

“It is in this context that we take another step towards improving public safety and security in our State. Therefore, pursuant to Section 5(2) of the Constitution of the Federal Republic of Nigeria, 1999, as amended, Section 35 Part 5 of the Oyo State Road Traffic Act, Cap. 148, Laws of Oyo State, 2000, and all other enabling laws, I sign Executive Order No. 2 of 2026 on the Regulation and Enforcement of Vehicle Registration and Traffic Management in Oyo State,” he said.

The governor reiterated that the safe return of abducted teachers and children remains a top priority of his administration.

“They have not been forgotten and they have not been abandoned,” he said.

Makinde further explained that the executive order introduced additional safety measures, including the restriction of commercial motorcycle operations during night hours across the state.

“With the signing of this Executive Order, we are also introducing additional measures to enhance safety across our State. As a result, the operations of commercial motorcycle operators, popularly known as Okada Riders, will now be restricted between 10.30pm and 5.30am across Oyo State,” he added.

He urged residents to cooperate with security agencies by remaining vigilant and reporting suspicious activities through the state’s emergency hotline, 615.

“We can create laws and regulations, but their success ultimately depends on the cooperation of our citizens. This is another opportunity to remind all of us that safety is a shared responsibility. If you see something, say something and the authorities will do something,” Makinde said.

Makinde also commended the state security agencies for their commitment, sacrifice and prompt response to security challenges.
