Sudan: Security Council warns of risk of mass atrocities in El Obeid

In a statement on Saturday, Council members voiced concern over the risk of mass atrocities and demanded that the RSF immediately halt its attacks on the city, the capital of North Kordofan state.

The Council also expressed deep concern over ongoing violence in Sudan, where the Sudanese Armed Forces (SAF) and RSF have been fighting since mid-April 2023.

The violence is exacerbating a dire humanitarian crisis

The statement referred to reports of increased fighting in the Kordofan states, and warned that this risks worsening an already dire humanitarian situation.

Members asked all parties to immediately stop fighting.

They reiterated that all parties must protect civilians and comply with international law, including international humanitarian law, as well as comply with commitments made under the Jeddah Declaration.

Leaders of the warring parties signed an agreement in the Saudi capital in May 2023, upholding their obligations to facilitate the safe delivery of humanitarian aid and protect civilians, among other important steps.

Drone strikes, accountability and access to aid

Council members also voiced concern over reports of RSF drone strikes in El Obeid and the increase in drone strikes in Sudan by parties to the conflict.

They called for all abuses and violations to be investigated and those responsible to be held accountable.

The Council reminds that all parties must allow and facilitate safe and unimpeded humanitarian access and allow the safe passage of civilians, in line with international law.

The body urges all UN member states to refrain from external interference that could trigger conflict and instability, support efforts towards lasting peace, comply with international law and implement relevant policies. Security Council resolutions, including resolution 2791 (2025).

The Council reaffirmed its commitment to the sovereignty, independence, unity and territorial integrity of Sudan, and reiterated its rejection of parallel government authorities in areas controlled by the RSF.
