The NCAA cracked down on airlines over unpaid fees, suspending service from Air Peace, Ibom Air and others

The Nigerian Civil Aviation Authority has taken action against several domestic airlines over unpaid financial obligations, and directed all its departments to suspend authorized services to 11 airlines on its updated “No Pay-No Service” list.

This action follows the issuance of an internal directive dated May 22, 2026, in which the aviation regulator instructed its directorates across the country to deny regulatory and administrative support to affected operators until their debts are repaid or payment arrangements are formally agreed.

The dispute centers on unpaid remittances related to the statutory five percent Ticket Sales Fee and Cargo Sales Fee, which airlines collect on behalf of the NCAA to fund aviation safety oversight, industry regulation and personnel development.

According to the memo, all directorates are specifically warned against providing services of any kind to the affected airlines without prior approval from the authority’s finance department.

The directive, signed by the Director of Finance and Accounting, Olufemi Odukoya, was circulated to NCAA regional offices and copied to the Director General of Civil Aviation along with other top officials in the agency.

Among the airlines listed in the enforcement action are “Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NG Eagle, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air and ValueJet.”

The memo stated that, “The DGCA has directed that no directorate shall provide any service to the airline without financial permission from the director of finance and accounting.”

These developments mean that affected airlines could face disruptions involving regulatory approvals, operational documentation, and other critical services related to NCAA oversight until the debt issues are resolved.

Stakeholders in the aviation industry have expressed concerns that these enforcement actions could impact airline operations and potentially cause delays or service disruptions for passengers if this situation continues.
