The effectiveness of any system depends on the people who manage it. In public procurement, where national resources are managed on behalf of citizens, the competence and integrity of officials determine whether projects move forward or stall due to inefficiency.
Recognizing this, the Office of Public Procurement is making the professionalisation of procurement executives the centerpiece of its renewal agenda. Under the leadership of Director General Dr. Adebowale Adedokun, the Bureau has initiated a structured effort to ensure that officials managing public funds are well trained, ethically grounded and professionally certified.
A procurement manager performs more of an administrative role. The position combines strategic management with safeguarding public trust, linking policy to service delivery. Officials must interpret regulations, conduct market research, manage tender procedures and protect value for money in every contract. To support this, the Bureau requires all ministries, departments and agencies to establish dedicated procurement units staffed only by qualified personnel. The move moves sourcing from an afterthought to a recognized career path.
At the heart of the reform is the National Procurement Certification Program. The program is supported by the SPESSE (Sustainable Procurement, Environmental and Social Standards Enhancement) initiative, which involves six designated Nigerian universities serving as centers of excellence for procurement training. Through this platform, officials receive structured training and certification in legal frameworks, ethics, contract management, sustainability and digital governance. By combining undergraduate learning with professional Office training, the program balances academic depth with practical relevance. Certification is now tied to promotion and career advancement, encouraging continuous learning and a culture of discipline.
This path is supported by the mandatory continuing education program for public procurement capacity building. Continuous training keeps officials up to date on global best practices, legal changes, new technologies and the needs of a modernizing public sector. It is designed as a continuous flow of knowledge rather than one-off workshops, providing officials with the tools to support transparency, fairness and accountability.
Dr Adedokun’s agenda is in line with President Bola Ahmed Tinubu’s Renewed Hope vision for a more capable state. The Office’s investment in people strengthens the institutions that drive national progress. Qualified officials design tenders, manage complex procurement cycles and ensure better value for money. They reduce errors, limit vulnerabilities to corruption and build public trust by demonstrating that resources are managed competently.
Public procurement represents an important share of national spending. Raising the level of those who manage it directly affects the socio-economic progress of Nigeria. It enhances institutional credibility, promotes productive public-private engagement, and ensures that development outcomes are achieved efficiently.
By building a corps of qualified procurement professionals, the Office of Public Procurement is laying the foundations for a more efficient and accountable public service. Every contract signed, project awarded and naira spent becomes part of a deliberate push towards stronger governance and sustainable development.
