The Chamber of Representatives is intended to inaugurate an ad hoc committee on Tuesday to assume the legislative functions of the Chamber of the Assembly of the State of Suspended Rivers.
This action follows the declaration of President Bola Tinubu of a state of emergency in the state of the rivers on March 18, citing the growing tensions between the governor Siminalayi Fubara and the state assembly.
The president, invoking section 305 of the 1999 Constitution (as modified), suspended both the governor and the assembly for an initial six-month period, appointing the deputy admiral IBOK-ETE IBA as the only administrator.
Despite the widespread criticism by the Nigerian eminent who questioned the authority of the president to suspend a democratically elected governor, both chambers of the national assembly have ratified the emergency domain, stating that it was in the interest of peace and public order.
The room of representatives, during its plenary session, decided to establish a special committee to fulfill the legislative duties of the suspended assembly, as allowed by section 11 of the Constitution.
The spokesman for the Akin Rotimi Chamber on Sunday stressed that the presidential proclamation was subject to an in -depth legislative review and amendments to strengthen democratic guarantees and maintain checks and balances.
“One of the most consequential amendments was the designation of the National Assembly – rather than the Federal Executive Council – as a supervision authority for all the regulations issued in the context of the emergency agreement,” said Rotimi.
“In line with Section 5 of the state of emergency (Rivers State) Proclamation, 2025, and pursuant to section 11 (4) of the Constitution of the Federal Republic of Nigeria, the Chamber constituted an AD-HOC committee to monitor the implementation and ensure that governance in the State remains within the limits of constitutionism and the law”, the note.
The Committee will be chaired by the Head of the Chamber Prof. Julius Ihonvbere, with the Whip of Minority Fip, Ali Isa JC, who plays the role of vice -president. Other members include Isiaka Ibrahim, Idris Wase, Muktar Betara, Sada Solo, Abitun Faleke, Amos Daniel, Erhiake Iberi-Suenu, Blessing UNH, Iduma Igariwey, Shehu Rijau, Oluwole Oke, Etinosa Amadi, Patrick, James Barka, Aleha Anka, Fata Anka, Ehu Anka, Ehu Anka, Ehu Anka, Fata Anka, Alsa Anka, Isa Anka, Atma Anka, Isa Anka Anka, Alsa Anka, Isa Anka Anka, Alsa Anka, Isa Anka, Alsa Alsa Anka, Isa Anka Anka, Alsa Anka, Ala Alna, Iosta Talba. Prof. Jake Dan-Azumi will direct the committee secretariat.
The Chamber of Representatives declared to be determined “to support the supremacy of the Constitution and ensure that the extraordinary measures adopted during the emergency period remain subject to legislative supervision, led by transparency, responsibility and interest of the good people of the state of rivers”.
