‘The need for the UN is enormous,’ says UN chief, proposing smaller budget of $3.3 billion for 2027

Key points

  • The proposed 2027 program budget is 1.2 percent below the 2026 approved level
  • UN80 Initiative reforms will continue, with more cuts, staff relocations and the elimination or downgrading of some positions
  • Predictable cash flow and timely payment of dues are critical as increased efficiency will not be enough to resolve the liquidity crisis

Divisions deepen

“That the challenges before us are enormous,” Guterres told the General Assembly’s Fifth Committee, consisting of 193 UN Member States that handles administrative and budgetary issues at UN Headquarters in New York.

“Geopolitical divisions are deepening, conflicts continue to rage across regions and humanitarian needs are increasing, international law is being trampled on, climate disruption is sweeping across every continent and artificial intelligence is transforming economies and societies,” said the Secretary-General.

Let alone the collective of this planet Sustainable Development Goals (SDGs), which aim to leave no one behind, are “increasingly out of reach”Mr. Guterres said.

“However, in this era of uncertainty and fragmentation, the need for the UN is even greater,” he said.

UN80 reform: From proposal to practice

Reminding the committee that more than a year has passed since the UN80 Initiative was launched, the UN Secretary General said “with your support, we are embarking on major changes guided by a clear goal: to make the Secretariat more efficient, more effective and better prepared to serve in a rapidly changing world.”

Looking at the achievements of UN80, he said that the Secretariat had “moved from proposal to implementation”:

  • The number of underrepresented Member States falls from 28 to 26 between August 2024 and August 2026
  • Gender equality has been achieved among internationally recruited staff
  • Payroll operations have been consolidated
  • The first phase of the common administrative platform has been launched in New York and Bangkok
  • Some functions have been moved to lower cost duty stations
  • The UN Secretariat has absorbed a reduction in 3,116 regular budget items

Through the early separation and voluntary reassignment program, he said the impact on staff was “much smaller than one might imagine” because planning began a year and a half in advance to anticipate existing shortages.

Next phase

For 2027, the Secretary-General proposed relocating additional posts across 12 entities, with the largest to Kenya’s capital, Nairobi.

He also proposed eliminating several high-level posts, demoting 14 senior positions and expanding the administrative platform to Geneva, Nairobi, Vienna and Addis Ababa.

At the same time, he stated that the proposed budget has included standard cost adjustments from the outset for the first time, so there will be no separate recalculation of costs at the end of this year.

Liquidity alert

However, the Secretary General emphasized that “efficiency alone cannot compensate for an unstable financial base”.

“Member States must fulfill their financial obligations in full and on time, as required by UN Charterhe said.

The Secretary-General also stressed that the world body needs predictable funding and timely payment of national dues to implement the mandate agreed by Member States themselves.

“Overall, these measures will help address the Organization’s liquidity challenges and support the effective implementation of its mandate,” he said.
